Q: Matt Carthy (GUE/NGL, IE) - Legislation to protect pet animals (2016-09-30)

There is currently very little EU legislation in place to protect cats and dogs, and it is becoming increasingly evident that what little legislation does exist is not being enforced to a proper standard.

— Can the Commission outline how it monitors the implementation of Regulation 1/2005 on the protection of animals during transport and related operations, and Regulation 576/2013 on the non-commercial movement of pet animals?

— Specifically, can the Commission explain how the two regulations are enforced, and state whether there are any plans to strengthen enforcement of welfare standards for dogs and cats in the future?

A: Mr Andriukaitis on behalf of the Commission (2016-11-26)

The Honourable Member is invited to refer to the answers to written questions E-005899/2015, E-011841/2015 and E002848/2016 which address the issue of monitoring implementation and enforcement of Council Regulation (EC) No 1/2005 on the protection of animals during transport and Regulation (EU) No 576/2013 of the European Parliament and of the Council on the non-commercial movement of pet animals.

The Commission has no plan to strengthen enforcement of welfare standards for dogs and cats since this matter is not governed by EU rules.
